The Report on the
Non-Governmental Participation in the III Ministerial
Meeting of the Community of Democracies, which was held
on April 28th-30th, 2005 in Santiago, Chile is now available
on our website. This report
was prepared by the Executive Secretariat, Corporación
PARTICIPA. Its purpose is to both explain how the Non
Governmental Process has been carried out in the preparation
for and during the Ministerial Meeting, and also examine
the results of that process. |

Final Meeting for the Non-Governmental Process was held
on March 3rd and 4th, 2005, in Santiago, Chile. Around
80 people from 34 countries attended the meeting to
discuss the proposals to prepare the Non-Governmental
contribution to the third Ministerial Meeting of the
Community of Democracies, which will be held on April
28th-30th, 2005 |

| Appeal to save the Arab Institute
for Human Rights |
We, the parties signing
the present appeal, as part of our conviction for the
need to spread the culture of human rights and the need
for education based upon the respect for human rights,
having monitored closely or from a distance the activities
and publications of the AIHR, which has provided training
for thousands of managers and trainers by introducing
them to the mechanisms for defending just causes and
which has become a landmark and an area for dialogue
and in-depth thought on human rights issues, appeal
to the Tunisian government to lift the embargo by which
the institute has been stricken for months and which
consists of a freeze imposed on its assets, a freeze
that has paralysed its activities and deprived its officials
of their fees and their social security and health cover.

Community urges the Convening Group of the Community
of Democracies to work towards the establishment a permanent
Democracy Group at the United Nations to promote the
values of democracy and human rights within the UN system.
