| In an effort
to both support the governments of the Community of Democracies
and also to strengthen the CD process by making it more transparent
and democratic, the Executive Secretariat organized a working
group of non-state actors to think critically about the governmental
process and develop proposals for increasing its effectiveness.
The group includes representatives
from: the Democracy Coalition Project, (USA); the Council
for a Community of Democracies, (USA); the Westminster Foundation
for Democracy, (UK); the Institute of Multi-Party Democracy,
(the Netherlands); and the Executive Secretariat (Chile).
The group focuses on the following
issues:
a) Strengthening the democratic
caucus in the United Nations
b) Criteria for the governmental invitation process
c) Democratization of the Convening group (e.g. mechanisms
of rotation, participation, transparency of decision-making,
etc)
d) Formalize participation of civil society actors in CD process,
especially regarding the format of the Ministerial meeting.

COUNTRY ASSESSMENTS
FOR INVITATIONS
TO COMMUNITY OF DEMOCRACIES MINISTERIAL MEETING IN SANTIAGO

After being circulated among
participants in the Non-Governmental Process for the Community
of Democracies, the Country Assessments report has been finalized.
The purpose of the report is to help the Convening Group make
decisions on which governments should be invited to the third
Ministerial Meeting of the Community of Democracies and in
what category (full participant, observer or non-invitee).
